...as has been said many many times.....maxed luck bar does not mean 100 percent rare..or 10 percent rare for that matter......it just means uve used a lot of keys and have really bad luck

when u open the keys does the medal show up?
cause some people dont see the medal when they open the key screen

I've seen people spend 100+ keys on a rare, Its gambling... Sometimes you win sometimes you dont =/

no,U should have done ur homework before buying ur keys,there is no guarantee on getting a rare(I dont think Ndoors ever guarantee anything,I dont think they can guarantee the game will continue -.-).
If u dont like how Ndoors rolls so bad(I say that cuz I guess nobody does like Ndoors)then u shouldnt have bought the keys,I know from my experience U can get it from 100+ keys and u can get it from 1 key.
Also take for example santa boxes this year,Who gave sarah frost(the water rrrrraaaaaarrrreeeeee guardian).
I know someone who got it after 1 box,and alot of people spent like 700$+- to get it,So U dont have to whine when u dont get what u want,I get that its real money but yet,U shouldnt took the risk if u couldnt stand the consequences.
